What this measure means
Survey universe: privately initiated apartment structures with at least three rental units, on the market for at least three months, in urban centres of 10,000 people or more. Social and affordable structures are excluded.
Average rent means the weighted monthly average for two-bedroom units across occupied and vacant, new and existing structures in the survey universe.
A unit is vacant when it is physically unoccupied and immediately available, with no signed lease and no major renovation preventing occupancy.
